Public opportunity to speak on any matter of public interest within the Board’s jurisdiction including items on the Board’s agenda, except for those items specifically scheduled as public hearings (see information below regarding public hearing public comments) will be taken at the beginning of the Board Meeting during the public comment period. In order that interested parties have an opportunity to speak, any person addressing the Board will be limited to a maximum of three (3) minutes.

CLOSED SESSION: This is the portion of the meeting conducted in private without the attendance of the public or press to discuss certain confidential matters specifically permitted by the Brown Act. The public will be provided an opportunity to comment on any matter to be considered in closed session prior to the Board adjourning into the closed session.

 

The REGULAR MEETING is divided into three sections:

     •     CONSENT CALENDAR: These matters include routine financial and administrative action and usually are

              approved by a single vote.

     •     REGULAR CALENDAR: These items include significant policy and administrative actions.

     •     SCHEDULED ITEMS: These items are noticed hearings, work sessions and public hearings

Human Resources / Risk Management

1.        Approve and authorize the Board Chair to sign Amendment No. 3 to Contract No. 2016201 with George Hills Company, Inc. to provide general and auto liability claims third party administrator services, extending the term end date from September 30, 2021 to June 30, 2022.

Board Recognition

2.        Certificate of Recognition to Merced College in Celebration of Soccer Inaugural Kick-Off Event, presented September 7, 2021.

3.        Certificates of Recognition to various individuals for their hard work and dedication in providing Face to Face Medical Interpretation during the COVID-19 Pandemic.

PUBLIC WORKS

4.        Find that substantial evidence demonstrates that an emergency continues to exist regarding the drinking water well at the John Latorraca Correctional Center (JLCC) such that the emergency will not permit a delay resulting from a competitive solicitation for bids, and that the action is necessary to respond to the emergency. (4/5 Vote Required)

5.        1) Approve an agreement for the purchase of real property located at 7099 California Street in Winton and the adjacent vacant lot (Assessors Parcel Nos. 146-143-019 and146-143-020, respectively from Winton Church of God in Christ  Mennonite for the sum of one million twenty-five thousand dollars ($1,025,000); 2) Authorize the Director of Public Works to execute said agreement and all other documents associated with the closing of the purchase; and 3) Adopt a Resolution accepting the associated grant deeds.

HUMAN SERVICES AGENCY

6.        Approve and authorize the Board Chair to sign Amendment No. 2 to Department of Administrative Services Contract No. 13435 with Merced Inn and Suites to provide temporary quarantine and isolation services utilizing motel rooms for individuals experiencing homelessness who are COVID-19 positive or those exposed and deemed Persons Under Investigation per Merced County Department of Public Health, increasing the contract amount from $100,000 to $140,000, and amending the term end date from September 30, 2021 to June 30, 2022.

7.        Approve and authorize the Board Chair to sign Amendment No. 3 to Department of Administrative Services Contract No. 13452 with Merced Rescue Mission to provide emergency shelter service for individuals experiencing homelessness who are COVID-19 positive or those exposed and deemed Persons Under Investigation per Merced County Department of Public Health increasing the contract amount from $100,000 to $160,000, and amending the term end date from September 30, 2021 to June 30, 2022.

COMMUNITY AND ECONOMIC DEVELOPMENT

8.        Approve and adopt submitted Resolution approving the transfer of signing and grant administration authority for the recently awarded CDBG Grant No. 20-CDBG-12044 for Code Enforcement from the Director of Community and Economic Development to the Merced County Sheriff; and authorize the Sheriff or his designee to execute documents necessary for the proper administration of the CDBG program.

LIBRARY

9.        1) Authorize the Merced County Librarian or her designee to submit a grant application request for $15,000 to the California State Library for the Library Workforce Partnership Initiative prior to the September 28, 2021 deadline; and 2) Direct the Merced County Librarian to return to the Board of Supervisors with the application results and to accept award.

PROBATION

10.     1) Request the Board Chair to approve the expenditure and data report for the Juvenile Justice Crime Prevention Act and Youthful Offender Block Grant for Fiscal Year 2020/2021; and 2) Authorize the Chief Probation Officer to submit said report to the Board of State and Community Corrections.
